70-80% of their budget should be extended on poverty alleviation and Small scale business empowerment.

I am yet to see a northern governor smart enough to do that.

Nobody is disputing the power of the northern elites. Nobody is saying, the richest (most institutionally corrupt) people dont come from there, but what use is the wealth when it is localized to 5% of your population?

The north still operates a feudal system where power can only be transmitted through families. Its the reason why your elites support and empower poverty. Because the ignorance of your people only gives them more power.

Thats the fact that the world bank numbers support, and if you want to counter, use numbers not some google pictures.

Places that need roads infrastructure on a large scale is Abia, Ogun, anambra, Lagos, and a few states.
They need it to connect already existing business districts and industries

But 90% of the north is not even at that level yet.
They need food first.

The North has always been a burden to the South, we educate them, we employ them, we do virtually everything for them. The only useful thing they are know for (agriculture), they are leaving it to ride bike in the south.

The North is it's own worst enemy. The elites keep impoverishing their people so as to use them as willing political tools and their followers in turn don't question them due to their penchant for religious beliefs. The only way the North can get out of this economic doldrums is to invest in Human Capital Development such as investment in Education and relevant skills acquisition schemes. Armed with these knowledge they will in turn contribute immensely to their region instead of depending on Niger delta's oil money. This is how other countries with least resources developed with time.

Honestly speaking, a paradigm shift is needed in the north. The economic and human indices coming from the north is scary. I served in Yobe, so I crisscrossed most of the north eastern state. The leaders there need to seat tight and tell themselves the truth. The commoners shouldn't be a pawn in their political game.
