Bucket 3.

The closest outlet to the bottom of bucket 1 (where the liquid would first accumulate) is the one that leads to bucket 3. Also, since the other outlets leading to buckets 4 and 5, from bucket 3 are blocked, it'll need to be filled before the liquid level rises on bucket 1.

b4 the liquid get fill in bocket 3 it has to go into 5. So it’s definitely 5

Observe closely, you'll see that the outlet that links bucket 3 to 5 is blocked at the tip. So the filling would start from the tip/outer end of that outlet, filling up bucket 3 first.
