As the saying goes, an ounce of prevention is worse than a pound of cure - and in any case, there is no cure in this situation, just treatments to try to keep the sickest from dying. Given the exponential nature of the spread of this disease, testing, tracing and isolating aggressively now will prove much, much cheaper both in lives and economic impact than any number of shiny new hospitals later on: unfortunately, I don't think the people who call the shots at the top of the Nigerian government are intellectually equipped to understand this (particularly Buhari, Kyari and their ilk). A government that doesn't see the folly in hiking minimum wages and increasing fuel subsidies even while borrowing massively to fund basic infrastructure is hardly to be expected to grasp how exponential growth works.
