If oil is $120 and you produce 600k or 800k less than your capacity you would get less. Production was down due to insurgency. Jonathan was only able to increase production after winning the trust of insurgent groups. Coupled with that, your subsidy payments will be much higher and if you have to avoid scarcity it has to be paid timely. To a great extent Jonathan's 5 years was scarcity free.
