Asymptomatic spreaders are the most dangerous aspect of this deadly disease. Viruses can penetrate (more or less) all but N95 and above masks, but an infected person can reduce his/her ability to spread this virus by 80% by face covering while talking, sneezing, or coughing. Continue distancing while in public not less than 2 meters. Decongest buses (reduce by 50% or less). Place hand washing stations EVERYWHERE (every house, building, shop -simple basin with water and soap). Keep churches, mosques closed. Limit burials, weddings etc to only family members. Open the food and provisions part of all market under these guidelines and enforce it. Yes, we may take some casualties, but that is the price we have to pay for the mess that is our country. He said with effect from 4th of April, 2020 and throughout the entire Ebonyi State, anybody that is seen outside his/her house must wear a face mask. Note that Handkerchief/Head tie/pre-made medical mask could serve the purpose of face mask.

Security agencies, all sub-committees on COVID-19, Chairmen of Local Government Areas, Coordinators and indeed all Government officials are hereby directed to arrest anyone seen outside his/her home anywhere in Ebonyi State without wearing face mask.

The statement reads in full,

The Governor of Ebonyi State His Excellency, Engr. Chief David Nweze Umahi FNSE, FNATE, in furtherance of our collective efforts to ensure, through the grace of God, that this satanic scourge called COVId-19 does not reach Ebonyi state, hereby further directs me to inform the public as follows:

Even WHO that studied Corona virus said facemask is not compulsory for everybody, but only the sick and the people taking care of them. Since it's even a Droplet not an airborne infection. So, why forcing it on your people?

That's my Governor talking. A very proactive Governor, up and doing. I wish he will lead this country some day. For those asking about him sharing mask, he is already at that by calling all the tailors within the state for the purpose of mass production of mask. God bless you our dear governor.

Are you telling me that a state government is not capable of providing medical masks for everyone in the state? He's asking tailors to sew, and saying you can use a handkerchief and people are commending him for that?
That shows our leaders don't even understand this virus, they are just passing useless orders.

What is he saying? Doesn't he have people around to advise him? What kind of misinformed person is this?
You don't wear face masks unless you're either sick or attending to a sick person! Are face masks even the solution to corona? Did you even provide them? These people always making attempt to frustrate local man.

Hmm. Let's be realistic here. I will be walking in an open space and someone will sneeze corona and it will not only touch my face but enter my nose eh? Or, I will be sitting in front of my house with face mask? I don't even understand, is face mask the solution? Na wa oh. This country is a joke.

He doesn't have the moral right to arrest those not wearing face mask if he didn't make provisions for all. Don't blame him. Once they get to the seat of power, they forget there are those who can't even afford one meal in a day without begging. And don't be surprised that not everyone in government house has the face mask.
