Many Nigerians may not know this but they need to know or be reminded about this. The last Minister of Health had a clash with the National Health Insurance scheme boss which was quite public with a shameful public argument between the pair.
It was said that the NHIS was appointed by Kyari and the so called cabal.

The fallout of that argument was that the Presidency (Kyari) decided that the Ministry of Health could no longer spend money independently and all appropriations should go through the Ministry of Agriculture. The health ministry could not xpend money indefinitely. That situation was not reversed after the 2019 election and continued till this year.
Abba Kyari has since tested positive for coronavirus
In February the newspapers were reporting that this could hamper the fight against coronavirus.
What is equally troubling is that the National Assembly did NOTHING

The Federal Ministry of Health’s inability to procure equipment and equip laboratories is affecting Nigeria’s preparation for a possible Coronavirus epidemic, Sunday PUNCH has learnt.

This is despite the release of N386m by the Federal Government to scale up preparation to tackle the disease.



The Presidency through the Chief of Staff to the President, Abba Kyari, had in October 2018 stripped the ministry of its powers to procure anything and transferred the authority to the Federal Ministry of Agriculture and Rural Development.

The PUNCH had reported that the development was caused by a power play between the then Minister of Health, Prof. Isaac Adewole, and Kyari.

Eight months after Adewole’s exit, however, Kyari it was learnt, had failed to reverse the directive.

A top official at the health ministry said attempts to get the President’s chief of staff to reverse the situation had not yielded any positive results.

The official said both the Minister of Health, Dr Osagie Ehanire and the Minister of State for Health, Senator Olorunnimbe Mamora, had met with Kyari over the issue but there had been no progress yet.

He said the situation had slowed down preparations for prevention of Coronavirus, a disease which has killed more than 1,800 people and infected over 73,000 people worldwide.

The official, who is also a doctor, said items like nose masks, chemicals and equipment were being procured through the Agric ministry

He said, “We can’t easily get consumables like personal protective equipment, including nose masks.



“We need to improve our capacity for quarantine and surveillance and monitor those coming (to Nigeria), especially where we have a basis for suspicion. Logistics cost more money. We need to set up more labs, we need reagents. There is no way the suspension of our procurement powers will not affect our capacity.

“Even when we have money, we cannot activate procurement because we have been stripped of our powers of procurement.”

The source further stated that the ministry needed more thermal scanners at the various points of entry and this was being delayed.

“We need to deploy more staff. We need personnel capacity, training, logistics. All these things are important. All these things are not there when we need them.

“Even our thermal scanners at the airport, we need more at all our points of entry. So, it is affecting us seriously,” he said.

Sunday PUNCH reports that due to the friction between the former minister, Adewole, and Kyari, a directive was given to the then Permanent Secretary, Clement Uwaifo, in October 2018 that all contracts and procurement related issues must go through the ministry of agric.

Documents obtained by Sunday PUNCH showed that whenever the ministry of health wants to make procurement, the permanent secretary would raise a memo which would be sent to the permanent secretary of the agric ministry.

It was observed that in some instances, the permanent secretary would give direct approval while sometimes, he would write a memo to the Director-General of the Bureau of Public Procurement, Mamman Ahmadu, who would approve based on the Procurement Act.

When contacted on the telephone, the Permanent Secretary of the health ministry, Abdullahi Mashi, told Sunday PUNCH that indeed the ministry had been barred from making procurements.

Mashi said the issues had been communicated to the appropriate authorities and the ministry of health had been asked to write a formal request asking for its procurement powers to be returned.

The permanent secretary, however, said the preventive measures put in place to tackle a potential Coronavirus outbreak were adequate despite the ministry’s procurement challenge.

He said all the major airports in Lagos, Abuja, Enugu, Kano and Port Harcourt had been placed on alert and thermal scanners deployed.

On the procurement challenge, he said, “We were asked to write on the matter and we have written and we are expecting a response soon.

“For now, there is no gap. We have done everything within our power to secure our points of entry. It’s not true that it’s affecting coronavirus preparations. The five entry points are being properly manned by our men 24/7.”

When asked if the ministry was not worried by its inability to make procurements, he said, “I did not say the arrangement is working for us. I am the chief accounting officer and there is no way I will be comfortable with an arrangement whereby I have to approach another ministry for help. It is not working for me.”

When contacted on the telephone, the Senior Special Assistant to the President on Media and Publicity, Garba Shehu, said the health ministry was stripped of its procurement powers because it exceeded its spending limits.

He said, “The Ministry of Agriculture was appointed to do procurement on their behalf arising from a problem which was brought to the attention of the government by the Bureau of Public Procurement. The health ministry was authorised to spend N2bn but they spent N7bn.”

Shehu said the officials of the ministry who were lamenting to Sunday PUNCH should write to BPP instead of trying to blackmail Kyari.

He, however, did not respond on why the arrangement was still in place eight months after the exit of those involved in the unauthorised spending.

“This arrangement has been on for over a year. They should not try to use Coronavirus to blackmail the government. Let them approach BPP if they are sure that their house is in order,” he added.

Attempts to speak with the EFCC spokesman, Mr Tony Orilade, proved abortive as he neither responded to telephone calls nor a text message on Saturday

Nigeria has very limited capacity to test for coronavirus and has tested around 5000
Egypt with about half our population has tested 25000
We can be sure if we increase our testing many more would be positive

If this report is the case then, Kyari needs to be treated by staff of ministry of agriculture. No wonder he seeks for private hospital. May God forgive me, he is supposed to be left on his own, even the so called private hospital should not have admitted him. What goes around comes around.

Health is not a priority for government spending because the president and people like Kyari can travel abroad for treatment
However people also must blame themselves for their silence. They are more vocal on irrelevant issues

Some professional associations in the health sector on Sunday said Nigeria must step up its testing capacity to successfully battle the spread of COVID-19.

The groups, including the Nigerian Medical Association, the Medical and Dental Consultants Association of Nigeria and the National Association of Nigeria Nurses and Midwives, said it was not enough for the federal and state governments to impose lockdown on citizens without ensuring that those who had been infected with the virus were fished out and tested.



President Muhammadu Buhari had, on March 29, ordered lockdown in the Federal Capital Territory, Lagos and Ogun states to trace and treat people that had contracted coronavirus.

Some state governments, including Osun, Rivers, Katsina and Kwara, on their own also ordered lockdown of their states.

According to www.worldometers.info, as of 10pm on Sunday, Nigeria had tested 5,000 people, while 37,954 persons were tested in Ghana. On the other hand, South Africa had tested 80,085 of its citizens.

The World Health Organisation had, last week said there was an urgent need to increase COVID-19 testing in Africa. It advised that testing must go beyond cities.

When COVID-19 was first recorded in the country on February 27, Nigeria had five centres, where the virus could be tested. The centres were increased to 10 on Friday.

Cases more than what govt recorded – Nurses

Commenting on Nigeria’s testing capacity, the President of the NANNM, AbdulRauf Adeniji, in an interview with The PUNCH, said COVID-19 had brought to the fore problems in the country’s health sector.

He stated, “The truth is that we are not well-equipped for the virus. Before COVID-19 came to Nigeria, the minister (of health) said we were equipped, but it is clear that our infrastructure cannot handle the testing capacity.



“People can have the virus and will not know it and still mingle with health officials and even their families thereby spreading it. We are playing with the tail of a rattle snake in this country.

“What I am saying is that the number of people, who have coronavirus in Nigeria, is more than the number recorded by government.

“The PTF (the Presidential Task Force on COVID-19) should be able to advise government properly on what should be done. The case definition is a problem. People may have it without all the conditions (high temperature, coughing and sneezing) stated. Despite lockdown, we still see people walking around.

People may have COVID-19 and seek herbal treatment – NANNM

“All federal teaching institutions must be able to, by now, test people for it. At least, in each senatorial district, there should be a testing centre.

“People may have it and seek herbal treatment while disobeying social distancing order. The commitment of our health workers is still the grace we have in Nigeria.”

There is under-testing, lockdown not effective – Resident doctors

On his part, the President of the Association of Resident Doctors, University of Abuja Teaching Hospital, Dr Abbah Ugwu, said the government was not doing enough.

He stated, “We have limited cases because our testing capacity is not enough. We have not tested enough people as in other countries. Government is chasing thousands of people who have had contact with established cases, but I cannot say that the number we have is a true picture of the existence of the virus in Nigeria because we are not testing enough.

“There is gross under-testing of the people so the lockdown is not effective. In other countries, they have started doing house-to-house testing of their people. But it is unfortunate that we are not getting enough information from government concerning the testing capacity we have. Only increase in the number of testing will make the lockdown effective.”

If this is true, the Natl Assembly should declare Kyari a persona non grata in govt and refuse to attend to anything that comes to them through his office till he is removed. How dare he strip a critical ministry like that of health of procurement powers which is given to it by the laws of our land!! But we have a rubber stamp Assembly who are only interested in getting a piece of the SIP pie than doing the job they were elected for.
At this rate, I think it is safe to say buhari is easily the worst president we've ever had either as military or civilian.

This needs to be on the front page ASAP!! Let people know those to hold responsible for lives lost due to this virus and other diseases.

Only God can save us really . The health infrastructures are literally non existent . No one builds capacity overnight . It's not done anywhere !!

THIS WAS IN 2018 AND THE BACKGROUND TO THE DECISION TO PUNISH THE HEALTH MINISTRY

LAST week, President Muhammadu Buhari provoked public ire when he recalled the Executive Secretary of the National Health Insurance Scheme (NHIS), Professor Usman Yusuf, who was suspended over alleged corruption by the Minister of Health, Professor Isaac Adewole, on July 6, 2017. In a letter with reference number SH/COS/10/6/A/29 signed by the Chief of Staff to the President, Mr. Abba Kyari, and addressed to the Health Minister, President Buhari gave notice of the recall and an assurance that the NHIS boss had been “admonished to work harmoniously” with him (Adewole). This conveyed the false impression that the issue was about a mere disagreement. More strangely, the letter reportedly failed to mention Yusuf’s ongoing probe over an alleged N919 million fraud. Worse still, as if unaware of the interest generated by the matter in the polity, the Presidency offered no explanations to the Nigerian public on the raison d’etre for the president’s action.

Ideally, since a panel set up by the minister had, last September, indicted Yusuf and submitted a report which was forwarded to the president, the president ought to have communicated his decision on the report to the minister. If he was not satisfied with the report based on the panel’s composition, as insinuated by some unnamed Presidency sources, what he ought to have done was to call for the composition of another panel. To be sure, as the appointing authority, the president reserves the right to accept or reject the report of the panel based on reasons clearly pointed out to the concerned minister. However, going by the way he carried out his intervention in the matter, the president acted as if the Nigerian public did not deserve an explanation on such a weighty matter of public interest. This, we say without any fear of contradiction, is disregard for the due process.

In the report, the panel, in describing Yusuf as a public servant who allegedly “portrayed a holier-than-thou attitude but milked the agency dry”, alleged that he connived with others to perpetrate fraud to the tune of over N919 million. It noted his alleged “deceitful attitude coupled with “name dropping’ of Mr. President as having sent him to sanitise the NHIS,” adding that he did more harm than good to the scheme. Surely, an administration committed to probity and accountability and a president that ‘belongs to everybody and belongs to nobody’ ought to have carefully considered the implications of this weighty verdict before reinstating the accused into the public service. Indeed, if the NHIS boss were to be recalled at all, the announcement should have been made by the minister.



To be sure, the statement by the Minister of Information, Alhaji Lai Mohammed, namely that the reinstatement of Professor Yusuf would not foreclose the ongoing probe, was not expected to be taken seriously. By reinstating the NHIS boss without any explanations, the president has already conveyed a verdict of “not guilty” and no amount of sophistry can becloud that fact. Not surprisingly, employees of the NHIS under the aegis of the Association of Senior Civil Servants of Nigeria and the Joint Health Sector Union have been protesting against the recall of the NHIS boss, and so have concerned members of the public.

We state categorically that an administration mouthing an anti-corruption agenda cannot afford to bypass the due process or take actions that appear to be coloured by ethnic, religious and political considerations. The recall of the NHIS Executive Secretary is a sad commentary on the anti-corruption mantra of the Buhari administration. It portrays that mantra as a mere smoke screen. The president’s action is in conformity with the old practice of treating corruption

About six months after he was controversially sacked as Executive Secretary of Nigeria’s Health Insurance Scheme (NHIS), Usman Yusuf used expletives to respond to a fresh indictment of fraudulent activities against the scheme during his stay in office.

PREMIUM TIMES reported how the recently released Annual Audit from the Office of the Auditor-General of the Federation (OAGF) indicted the staff and management of NHIS of squandering over N6.8 billion in illegal allowances, between 2016 and 2017.

Mr Yusuf was appointed in July 2016 and was sacked in June last year by President Muhammadu Buhari, after a probe panel indicted him of fraud and gross misconduct.

When reached by phone on Monday evening for his reaction on the 2017 audit report, which is the latest from the OAGF, Mr Yusuf launched into a stream of expletives.

“F**k PREMIUM TIMES. F**k the Auditor General,” he said, urging the reporter to “go ahead and write that.”
