If Thiefnibu did not bless it, there is no way it will work in Lagos state. The best thing is for each neighborhood to form vigilante and help themselves. The chairmen of various landlord associations in the area should coordinate and keep their streets safe. From my experience the perpetrators live in or around the neighborhood.
