All 36 states were the fraudulent creation of of the military starting with Gowon. Not one these 36 states were created by any democratic consensus of the people. Same goes for Nigeria that was the creation of a British military officer called Frederick Lugard

Basically, the Nigeria we see today was created totally by military fiat
