This is a big mistake.

The US should have paid the contractors themselves after they must have completed the projects.

E be like say that was part of the signed agreement. Even though it seems like it is an intrusion in our national matter, it is commendable because trust our politicians, that money can vanish if not monitored.
The previous 350m nko, they said they shared it to poor people ie trader money with no records, the following week we took load of 350m from China!
