Were they not aware that these nurses don't have PPE's before the photos were released online? While publicising what should have been done normally to make it look like they are doing great job?

Imagine a situation where a child would be fed by his father after he had cried to neighbours and he(father) would go public again that his child has been fed. What's the big deal there?
