My advise is be very careful. You can get a good enough static/dynamic website for that amount without hosting, but beware of fraud. DON'T PAY MORE THAN #5k before you see a design for you and don't pay more than 40% before the site is released to you. Plenty website designers dey but plenty fraud guys too. Talking from experience |

I have 14 years of experience, and do a lot of projects under $6,000. Unlimited changes until you accept the draft. Start by sending emailing a few examples that are similar to what your looking for, explain how your ideal website is different form those examples. I will then respond with my thoughts and a quote.
