Access bank is becoming something else. I'm dumping them fully for Standard Chartered very soon.

Must have been backlog. Check if you received transfers or deposits from people in the past few months or weeks that you weren't charged stamp duty for. Stamp duty is statutory, it goes to the federal govt and it applies on transactions to your account in excess of N1000.
