Telcos To Lose Non-Utilized Licences As FG Suspends Spectrum Trading by agwom(m): 8:57pm On May 27, 2020
All assigned spectrum found to be non-utilized or underutilized will be taken over and sold to operators who are willing to deploy it for the benefit of Nigerians, the Nigerian Communications Commission (NCC) said Wednesday. It also suspended the Spectrum Trading Guidelines 2018 for the Nigerian telecommunications industry. This was the decision of the Board of Commissioners of the Commission from its meeting recently, a statement from NCC said on Wednesday.

Daily Trust reports that the board had earlier taken the decision for Spectrum Trading in response to telecommunications global dynamics as well as the efforts to optimally utilize and maximize the benefits of the spectrum scarce resource.

The NCC, in the statement signed by its Director of Public Affairs, Henry Nkemadu, said the current Spectrum Trading Guidelines were developed in 2018 after industry-wide consultations and this instrument allows that the spectrum resource be traded on the Secondary Market through Transfer, Sharing or Leasing upon satisfying stipulated regulatory conditions. He said: “The Nigerian National Broadband Plan (NNBP) 2020 – 2025 launched by His Excellency, President Muhammadu Buhari, in Abuja in March 2020 requires that these guidelines be reviewed to ensure that unutilized spectrum is fairly traded and to facilitate rollout by other operators amongst others. “This is to address the need for ubiquitous broadband deployment to accelerate penetration and access in line with the economic agenda of the Federal Government.

“In accordance with the NNBP 2020 – 2025, for optimal use of spectrum, licensees have the obligation of the Use it or Lose It policy because idle high demand spectrum does a disservice to poorly served populations and should be released for effective use as may be required to promote efficient use of assigned spectrum. “The ‘Use it or Lose it’ rule should therefore apply in all instances where assigned spectrum is found to be non-utilized or underutilized and ensures unutilised spectrum is fairly traded to facilitate rollout by other operators.

“In response to the need for the review of these guidelines as highlighted above, and also following paragraph 12 of the Spectrum Trading Guidelines, 2018 which vests the Commission with the right to review/vary and modify these guidelines from time to time as it may deem fit, the Spectrum Trading Guidelines 2018 application in Nigeria is hereby suspended until further notice, as declared by the board.”

Is it hard to know who has a track record of using their licence? Either in communication or other sectors?

As big as Nigerian commutation market is, are you not surprised that reputable companies like Vodafone are not coming to Nigeria? Vodafone operates in Ghana I learned.

Because those companies would be pursued in courts in the West if they pay bribe to secure licences in Nigeria.

Only African and Middle Eastern companies happy to pay bribes are interested.

I agree. The more reason why those licenses needs to be suspended. Same should be applied to those who collected license to build and operate refineries yet nothing to show for it. This type of practice has gone long enough. But what baffles me is, why take a license for something you know you won't operate. Well like you said, there's an under tone corruption with such practices.

Everything in Nigeria is business, collect licence under the guise of invesment and then hoard untill it is scarce then start selling it at roof sky price, while denying genuine investor.

This is common in every aspect, power generation and distribution, telecom, Transportation, Oil mininig, mineral minning, Land allocation etc.

like former british prime minister once said, we are fantastically corrupt from the politicain to average shop owner or okada rider.

Why, if not to aid corruption, will you even allow essential licenses like these to be resold like baskets of tomatoes in the first place? They should come with a "not transferable" clause.

No mind dem, common sense is not common! It means the new people you speak of, can provide rival services to drive cost down and services up. Most Telco/Radio/TV companies buy up these frequencies to discourage small time providers!! One day Nigerians will realise, they too can set up a radio station or TV or Telco at the snap of their finger!
