It depends on the course you're studying and partially the course.

I think why 200 level is the toughest is because, it is at this level one gets introduced to the basics of the course.
what student offer in 100 level in some department is totally different from there 200 level courses. This transition becomes a bit of problem.
In 100 level most student offer ( phy, math, stat, gns, chem). Student have some knowledge about these courses albeit they have being offering it since High school.
By the time they resume 200 (engineering: Engineering drawing, Engineering Math, Medicals; Anatomy , physiology ) they meet another thing entirely.
But whosoever has good foundations in his 200 level, he/she is made till graduation.
Nothing new again, just application and manipulation of what has being thought in 200.

It depends ... for engineering students.. 200l seems hard, but in reality it's only stressful..

300l tend to be the toughest and most times decides what you graduate with

Lol. Well, it varies. 200Level is not the toughest for most courses. I could recall, I still did some A-Level stuff in 200L.
300Level is the toughest because it's where you start going deep completely into your course concepts (you won't be offering unnecessary courses from other departments anymore). You get very familiar with your course then 400L and 500L will become easier.

It's 300 level though, because you're more introduced to new things rather than an extension of secondary school subjects which 100 and 200 level stands for.

We did Advanced Financial Accounting in 300, and it's really the applicable one being used in the current world, unlike the peripheral financial accounting we did in 200 level.

I believe what makes university easier and not quite frustrating experience is by not having carryover all through. One carryover can put pressure on you and fuckin you up. Talk more of lots. LOL.

The 3rd year was really tough for me back then.
