Options C- it is written in Ezekiel 18:4 "Behold, all souls are mine; the soul that sinneth, it shall die."

In Conclusion, The Lord Has Discretion to Exercise Options A,B or C or Any Other Power That It Pleaseth Him to so exercise, Without Limitations or Any Hinderance!

Hell is a General place for all the dead before Jesus Christ came but still there was a demarcation between the sinners in sheol and the righteous that were there.

Bodies being cast into hell refers to the final Judgment when the dead will be resurrected . besides the Hell has two interpretations one is sheol and the other is Gehenna
