Last time I checked, e no reach 1.5 million, but interstate estacede alone pass 2 million, international trips alone sometimes surpasses 30,000 dollars....don't forget that their ministry pays their allowances, which means they determine what they earn...those are d legal ways they make money... To the illegal ways...
You don't expect to get a contract of 20million and walk out of the building with that same twenty million, you won't get more than 5 million (at most)...ministers, perm sec, director of finance, director of procurement etc go get their share......another way is via operation cost, I can mention many more...
