This should be a subject of intense research. The explanations that have been proffered this far are indeed not the answer.
Who told you it's ineffective? So because Nigeria has failed abysmally at testing the virus isn't infecting Nigerians? Do you think it's the testing that causes the virus or something?

Yes testing is extremely and comparably low, but mortality records are few and far between. If we think the mortality rate is higher, there are yet no informal reports of 'strange' deaths. So it can be said to be comparably ineffectual. Accelerated testing can capture more infected persons no doubt but does not translate to increased mortality. Ghana has carried out more tests than Nigeria but their fatality records are significantly lower than that of Nigeria. Compared to countries in the Americas, Nigeria's experience falls within the spectrum of a pandemic which has become ineffectual in our sphere.

Without good and timely statistics on deaths - something Nigeria certainly doesn't have - how do you know whether or not the virus is causing excess mortality, and what the scope of that might be? Keeping track of COVID-related deaths has proved difficult even in advanced countries with good record-keeping, so why would you believe a semi-failed state like Nigeria, which can't even keep up with Cameroon and Ghana in testing, would have numbers worth looking at? If large numbers of older people die a few years earlier in the slums of Nigerian cities or in the villages without roads and electricity, how would you know about it?

Positivity rates running above 20% cannot represent anything other than massive undertesting, and even in the USA where the virus is currently running rampant, we are not seeing anything close to the proportion of "big men" testing positive that we are seeing in Nigeria right now: last I checked, only 1 of 50 US governors has been reported as testing positive. That so many Nigerian governors, senators and ministers have tested positive is extremely strong evidence for widespread COVID prevalence, and if there were anything special about Nigeria's climate or the people that prevents COVID from killing large numbers of people, we would not be seeing black Americans in the hot and humid south dying like crazy from the disease. Nigeria's seeming "good luck" is nothing more than atrocious testing and record-keeping that encourages a "see no evil" mentality.

I would like nothing more than to believe that Nigeria has been magically spared of the worst of the effects of this virus, but I'm also aware that wishing problems away isn't an effective way of dealing with them (just ask Donald Trump). Without massively scaled up, timely testing, this virus will kill a lot of Nigerians whose deaths will be quite real to their families and friends even if the necessary statistics are never collected and published.
