Anybody you vote for will have to work with the exact same people GEJ is working with (maybe even a worse crowd), so out goes your principle. But, I must say I understand exactly where you are coming from, but the World (especially Nigeria) isn't black and white.

I'll say to look at those areas GEJ has silently changed despite the crew around him, and there have been some Earth moving changes. Who ever believed that one day the almajiri would be getting set for Western education? Who ever believed that a President would have the temerity to stare the likes of Shell in the eye and dare them to a game of blink? All oil contracts have been suspended until the PIB is passed. Nobody else sought to bring such defining changes to Nigeria's economic landscape; please take time to read up on the PIB and what it means for the country. GEJ will be remembered as one of Nigeria's greats, cos he is the first to put us firmly on the right path to self belief and development. Don't waste your vote, also spread the word.

It is very unfortunate that most n.landers are duds (not dude). How do u analyse the possibilities of a candidate winning an election? U stay in ur living room, fiddle ur phone/computer and spew jagons. There are many possibilities for gej and the pdp to win the april polls. Leave prejudice to facts, tell us what makes u think buhari or any other presidential candidate will win the election in a semi one party state like nigeria.

How is it a "semi-one party state". Have you forgotten, Kano State was taken over from an incumbent pdp gov. Lagos, has never been ruled by your so-called "semi-one party, " Pdp. Look, if they try any nonsense this time around, we will match them with a revolt. The fact that these two largest states, one from north west and one from south west, shows that "semi one party" is not sustainable.

How intrigues delayed passage of PIB – Maeba

26 August 2011, Sweetcrude, Lagos - Political intrigues and wranglings within the Senate and the executive have been identified as major factors for the non-passage of the long-awaited Petroleum Industry Bill, PIB, which has had a chequered history at the National Assembly.

Deliberations on the PIB, according to a former lawmaker, had been concluded in readiness for passage as at December 2010.

Senator Lee Maeba, former chairman, Senate Committee on Petroleum (Upstream), who spoke for the first time regarding the intrigues at a conference organised by Energy Correspondents in Lagos, stated that at the end, selfish interests overrode that of the nation, thus preventing the bill from being passed.

Maeba, who spoke on “Implications of Delay in the Passage of the PIB,” said continued delay portended grave consequences for Nigeria and the economy, as already the industry had lost in excess of $28 billion in investments.

Most of these investments have found their way into neighbouring countries including Angola, Ghana and Burkina Faso, which have more stable policies.

Besides, he expressed fears that the original PIB, as drafted by the Oil and Gas Industry Committee, OGIC, and brought to the National Assembly, might not be the one that would eventually be passed as many of the clauses in the original bill had either been watered down or thrown out completely.

The Senator, who revealed that he had earlier in the day been warned “to be careful what you say,” noted that the initial bill was predicated on a tripod that would make the oil and gas sector more vibrant for the benefit of all Nigerians.

He said: “We wanted a law that will protect the interest of foreign investors, enhance the welfare of the people of the host communities by allocating 10 per cent equity of oil and gas projects, while also increasing the participation of indigenous companies in the industry that has remained the enclave of multinationals such that in the nearest future at least 30 per cent of crude oil export will be done by Nigerian companies.”

Specifically touching on some of the intrigues, the former legislator identified Clause One, in which he said, “So much power was conferred on the minister, such that the minister had the power to revoke and reallocate oil blocks to who he/she deemed fit based on being a good company.

Furthermore, he said that the legislators strived to remove the industry regulator from the grips of the ministry, as is the current situation, to make it truly independent, effective and efficient with the creation of the National Petroleum Directorate, to replace the Department of Petroleum Resource, DPR.

There were also the issues of the scrapping of the Petroleum Products Price Regulatory Agency, PPPRA, and the Petroleum Equalisation Fund, PEF, as their roles would no longer be needed under a deregulated downstream system, to ensure equitable and sustainable distribution and supply of petroleum products.

However, he regretted that selfish interests in government overrode these national interests and these clauses were watered down, so much that the PIB, which should have given additional strength to the Nigerian Content Act, is now one of its greatest weaknesses.

According to Maeba, “Most of the industry projects are based in the upstream, and the PIB would have guided legislations that would increase indigenous participation especially the marginal field operators, who were given special tax exemptions to encourage their growth.”

In view of the provisions of the constitution that all proceeds from the industry must be paid into the Federation Account, the lawmaker recalled that late president Umaru Yar’Adua after negotiating with state governors, approved that the value of the 10 percent equity should be paid into a fund on behalf of the host communities, but this was not to be.


The consequences of these and a host of many other factors is that apart from capital and investment flight, the industry is also at the risk of the resurgence of restiveness, as the equity participation is one of the ways that was used to broker peace in the Niger Delta.

In Nigeria capital, fear and soldiers fill streets

Associated Press= ABUJA, Nigeria (AP) — After a series of bombings in Nigeria's capital, bars popular with the nation's elite now close by 10 p.m. Soldiers in flak jackets carrying assault rifles guard the oil-rich country's only Hilton. And every day, nervous citizens think twice about heading to market or into the street.

Abuja, Nigeria's modern city of paved highways and shining government buildings, now looks militarized as the nation struggles to cope with the bombings. The latest one, on Friday, killed 23 people at the headquarters of the United Nations.

Nigerians say they're losing faith in the ability of President Goodluck Jonathan's administration to stop the killings, especially those committed by the radical Muslim sect that claimed responsibility for the U.N. attack.

"Because of these bombings, one is afraid of entering places because you don't know what will happen in the next hour," Godwin Odgwu, 40, an accountant, said Monday. "Everybody is afraid. , They have employed suicide bombings and when you are trying (to stop) somebody that's ready to die, how do you arrest him?"

Abuja, located in Nigeria's center, has appeared to be under constant construction since becoming the capital of Africa's most populous nation in 1991. New highways snake for miles (kilometers) outside of the capital, as red-clay construction sites for federal projects dot the city. Its order, near-constant electricity supply and parks serve as a stark contrast to the rest of the nation, where unemployment runs high and poverty strangles the masses in a country that's one of the top crude oil providers to the United States.

For years, Abuja served as an insulated bubble for politicians who control the billions of dollars that come from oil production. The country's presidential villa, Aso Rock, remains shielded from public view by its mountain namesake.

But that peace has been shaken in the last 10 months. At least 12 people were killed in a dual car bombing last year during celebrations for the nation's 50th independence anniversary. A militant group from the country's crude-producing southern delta claimed responsibility for that attack. On Dec. 31, a bombing at a popular beer garden housed at a military base killed at least four people. No group stepped forward to take responsibility. In June, a car bomb exploded at the federal police's national headquarters, killing at least two people. A radical Muslim group known locally as Boko Haram claimed responsibility for that bombing.

Jonathan visited the police headquarters after the bombing and said: "Security agencies are on top of the situation." The governing body for the capital ordered public parks to be closed at 6 p.m. and bars shut by 10 p.m. as police conducted more random searches and soldiers began guarding public buildings.

Those precautions failed to stop the suicide bomber who rammed through two sets of gates to reach the U.N. building's glass reception hall. There, the bomber detonated explosives powerful enough to bring down parts of the concrete structure and blow out glass windows from other buildings in the quiet Abuja neighborhood filled with diplomatic posts.

Boko Haram claimed that attack as well. The sect, which wants to implement a strict version of Shariah law in the nation, has reported links to African terror groups al-Qaida in the Islamic Maghreb and al-Shabab of Somalia.

Again, Jonathan visited the blast site, promising journalists the nation would bring Boko Haram "under control." He did not elaborate. On Monday, Inspector Gen. Hafiz Ringim of Nigeria's federal police told foreign diplomats during a meeting that security agencies already made arrests in the bombing, but declined to say more.

Comments on Jonathan's official Facebook page also have become angry.

"Clueless, empty beatitudes as usual. Not even word on the progress of investigations on previous attacks; only empty promises. May the blood of the innocent Nigerians that you have sacrificed on the alter (sic) of your ambition rob you of sleep and rest," one comment read.

In private conversation, many say the same thing. Out on the street, under flashing billboards urging passers-by in the capital to "Stay Vigilant!", many feel less inclined to speak.

It may have something to do with Nigeria's State Security Service, the nation's secret police. An officer who showed his secret police identification card detained an Associated Press reporter and an AP Television News cameraman, who were conducting interviews on an Abuja street on Monday. He demanded to know what they were doing.

After an explanation, the officer took pictures of their identification cards with his mobile phone, then said they'd have to explain themselves to his superiors. A short time after a telephone conversation, he said that wouldn't be necessary. He shook hands with the journalists and sped away in a brand-new sedan painted to look like a taxi cab.
