Let me school you Sir. Any time a Governor want to inaugurate the HOA members, he issues a declaration and proclamation through the clerk of the house. We saw the process live on National TV n the Clerk made it clear to the whole world. Prior to that, there was already a mutiny over who becomes the speaker. Hon. Seid was already primed to become the speaker. Those members who were with my Baba epm faction of the apc exempted themselves and were resident at Maitama with our Baba. It was only the members who were not on My Baba side that availed themselves. And the governor cannot make a proclamation twice according to the Constitution.
