5 Nukes are not enough, What if you was preempted by your enemy, all your command & Control and maybe Nuclear launch vehicles (Missiles, Bombers) are gone in that strike?

Then comes Assured Second Strike Capability "Nuclear Triad" , To Develop and maintain Nuclear Triad you needs to Pump Trillions of USD.
