Buhari Approves Establishment Of Centre For Control Of Arms by Sanchez01: 2:22pm On Aug 28, 2020
President Muhammadu Buhari has approved the establishment of a national centre for the control of small arms and light weapons, the national security adviser, Babagana Monguno, said.

The centre will be domiciled under the office of the NSA and efforts are on to give it a legal backing, Mr Monguno told State House reporters Thursday.

He added that the centre will be similar to the counter terrorism centre and the cybersecurity centre, both of which are domiciled under his office.

Mr Monguno made this announcement after Thursday’s council of state meeting, which had past heads of state in attendance.

He noted that when fully operational, the centre will “work in compliance with already laid down international standards and ECOWAS moratorium on the control of small arms and light weapons.”

He added that when in full throttle, the centre will control the inflow of these weapons, while also working on mopping up and disposing of those already in use.

“Based on my recommendation to the president, he has approved the establishment of a national centre for the control of small arms and light weapons in Nigeria, to be domiciled in the office of the National Security Adviser,” Mr Monguno said on Thursday.

“This centre on control of arms will provide the strategic framework for containing the proliferation of small arms and light weapons especially those coming from across our borders especially within the West Africa sub-region and through the maritime environment.”

He said that the president has directed that there should be improved synergy between the armed forces and other security agencies in the country, to aid intelligence sharing and gathering.

“What this means is that there should be improvement in the synergy and collaboration between the Armed Forces on one hand and the intelligence agencies on the other hand while we simultaneously work with the paramilitary organisations,” he said.

He noted that the president has also given his nod to the procurement of more arms and ammunition to boost the fight against insurgency and other security challenges in the country.

To this end, Mr Monguno said the office of the NSA is coordinating the use of drones to patrol the vast lands where bandits and kidnappers operate.

At the heart of the security challenges in the country, which has left many dead and thousands displaced, is the free flow of light and small weapons, security experts say.

This is even just as the nation’s various security agencies have intercepted some of the criminal syndicates smuggling these arms to cause mayhem.

No fewer than 415 Nigerians were killed in various violent attacks across Nigeria in July, according to a report by a non-governmental organisation, Nigeria Mourn.

Jokers. I had initially thought the agency would be responsible for bringing up the proper gun law and see that people don't overdo it but it is a crass agency that is meant to monitor and mop up weapons (by my guess in the south) while the borders of the North remain leaky and easy for weapon import.

The NSA and Totem pole aren't focused on disarming Miyetti Allah and their baby terror faction in the North but their focus is to mop up. Why set up an agency to mop up weapons when there is a counter-terrorism center that should do that?

IPOB, Amotekun, and the militants in our precious creeks will be targeted while baby Miyetti will have a free day doing what it knows how to do best.

The mop up aspect is not new. It used to be the function of the counter-terrorism center. This is coming in the wake of the rejection of Amotekun's-community policing merger proposed by the police and the recent showdown with the IPOB.

One thing the Buhari administration is notorious for is swiftly pushing certain agenda and solidifying them giving them legal backings, faster than most processes. They didn't waste time before proscribing IPOB and never did with Amotekun when the AGF hopped like a bunny to declare Amotekun illegal. Whereas, till date, Miyetti Allah is not illegal and the recent revelation about certain sponsors of the Boko Haram has died quietly.

Brace yourselves, people. I hate to sound like an alarmist but the pattern is obvious.

The government keeps duplicating the roles of the police.

Instead of creating new bodies like this, why not just make them a DEPARTMENT under the NPF?

We keep complaining about the magnitude of our recurrent expenditure, yet we are no where close to ensuring it gets trimmed.

From Civil Defence to Road Safety, and now this. Who will bell this cat for Christ sake?

The last arms mop up excersice directives Presidency gave NPF failed woefully, as police on night patrol encouraged vigilantes here to arm themselves and report on monthly basis to PCRC

I don't play chess but what is going on now is similar to a game of chess. They have chosen to subtly tackle the legality of Amotekun by establishing a center to "control and mop up arms", meaning there are possible fears of losing to South West governors in court but beating them to the court victory would be the agency's move in curbing, refusing or mopping up arms already handed to them.

And in the event that the agency or others are sought to request for licences for arms, the agency will turn the SW governors down.

He added that when in full throttle, the centre will control the inflow of these weapons, while also working on mopping up and disposing of those already in use.

The move is way too predictable and typical of this government. They could not relocate the counter-terrorism center to Borno or recruit more tactical hands to combat terror related issues but created another to control and clean arms. The government just dealt it's hands, waiting for the SW governors to do the same.

This regime started by merging various ministries that littered the government and eating up the budget.

Now, I can't fathom why a new body should be created when they could just make it an arm of the NIA or NPF.
