President   Goodluck Jonathan has disclosed  that  the government was working towards devoting at least one per cent of the country’s Gross Domestic Product (GDP) to Research and Development in a short time.

This he said was part of  efforts  to use science and technology as veritable tools for economic development.

Jonathan disclosed this in Abuja during the opening ceremony of the Raw Materials Research and Development Council (RMRDC) 10th Biennial Techno-Exposition 2011.

The President who was represented by the Minister of Science and Technology, Mr Mohammed Abubakar, also informed that  “as a general policy, rural science and technology development centres would be established in all states of the federation, along with the new regional centres and science parks. These centres would be equipped with all needed facilities for both training and specialized work”.

Jonathan  emphasised  that  the government would pay special attention to the development of information and communication technology, engineering, infrastructure and biotechnology in recognition of their roles in the industrialisation process.

“I shall build on the achievement of our space programme and pursue with vigour the development of nuclear technology to provide the much needed energy that will drive the industrial sector” he stressed.”

The president said the government would collaborate with the private sector and provide necessary incentives that would enable it partner with government at various levels  in order to drive the programme.

He noted  that the  government was fully aware of the potential of Micro, Small and Medium Scale Enterprises (MSMSE) in local content development,  adding that  his administration  was committed to creating a more conducive environment for the development of strong and viable MSMSE which forms the bedrock for industrial development.

According to him,  “to ensure the growth of these MSMSE, this administration is investing heavily in the power sector, as it is currently the major bottle neck hindering industrial activities and the development of our industries.”

This is a great step, but we need a formalised escalation ladder to increase the percentage as non-oil GDP grows. It is great to see science and tech being given some hope, we must hold the FG to this, Nigeria cannot afford to be a primitive mono-economy.

Forget about any image stuff. Science and tech are very dear to my heart, so while I am encouraged, I implore every one of us to demand timescales, locations, financial outlays, details of the relationships between FG, research centres and states, bureaucratic structures, organisational structures etc.

How would our currently wretched Intellectual Property laws (copyright, patent etc) be beefed up and with whose input?

Also, how will grants be given to the private sector? Would it be after bidding for and winning cutting edge tech contracts, or will grants be awarded for research into outstanding inventions and areas of expertise?

The youth MUST hold govt to this.

Abuja (WorldStage Newsonline)-- The Federal Government of Nigeria on Thursday said at least one per cent of the country’s Gross Domestic Product (GDP) would be devoted to research and development in the short term.

According to him, “To ensure the growth of these MSMSEs, this administration is investing heavily in the power sector, as it is currently the major bottle neck hindering industrial activities and the development of our industries.”

The president said the government was at this critical point of the nation’s history determined to create a private sector-led economy that would leverage on the nations resources to achieve sustainable economic development.

He posited that the nation’s “ability to transform the locally available raw materials into products which are acceptable and globally competitive is crucial if we must be self sufficient. Value addition is therefore a vital component of the nation’s overall strategy for achieving global competitiveness reduction for post harvest losses and ensuring food security.”

Representing the Minister at the occasion, the Permanent Secretary of Ministry of Science and Technology, Dere Awosika bemoaned that one of the challenges of achieving national economic development is the low level of the local content in the industrial outputs in term of the requisite raw, materials, process equipment and machinery as well as human capacity.

This situation he said was caused partly by lack of local technological capacity which translates to poor capacity utilization resulting in job losses, unemployment and poverty.

He noted that the ban on importation of certain goods into the country was meant to facilitate the development of local industries, high quality products and attendant increase in local content. This would in turn create employment and stimulate the production of intermediate raw materials, in both the agro-and mineral-sectors, in order to meet the needs of industries.

Don't we need research into science and tech to put basic infrastructure in place?
There has to be a time when Nigerian firms build our bridges and roads without recourse to the likes of Julius Berger, the same goes for railway lines and the Chinese, power stations and the Chinese, oil and gas and Shell etc etc.

We need to research into creating the things we need for our basic infrastructure and more. How about solar energy, raffia palm products, various harvesters to expand agricucultural output, specialist transport crafts for rural and riverine areas, low cost water purification systems, harnessing wave energy to stop Bar Beach's perennial encroachment. . . I could go on and on until tomorrow.

not a first GEJ has been making promises, 200b to the film industry off the cuff, left everyone feeling puzzled, even one of the minister that was asked for proper explanation said there'll be a you guessed it -committee set up

Thats a fact, there's the likes of FIIRO at Oshodi, PRODA in Enugu, the vaccine research institute in Vom and a host of others.

Research could also go into empowering our traditional ways of life, e.g. Bida brassworks, leather works at Naraguta, leather and textile dyeing in Kano, raffia works in the delta, cane weaving in Lagos etc.
There is no reason why we can't research into helping rural cooperatives export canned edi ka ikong, jollof rice, banga soup, ukodo, kunu, moi moi, nsala etc.

A by product of setting up formal research structures will be the developmental institutions that will spring to life as a way of transferring, storing, protecting, publicising and popularising research findings.

Research is the bedrock of economic and industrial development. We shouldn't be wasting time arguing if its necessary, rather we should be thinking of ways to hold GEJ to his word; this is one policy that must come to fruition.

I'm just not a fan of research unless we first take advantage of what is already known. We've not done that in Nigeria.

Get 24/7 power supply first, then I'll be happy to spend as much as you want on research.

No point putting the cart before the horse, imo.
