The United States (US) government has proposed a new rule to require “a fixed period of stay” for international students, exchange visitors, and foreign information media representatives.

In a statement made available to members of the public, the Department of Homeland Security (DHS) said the proposed fixed period of stay is to encourage programme compliance, reduce fraud, and enhance national security.

Just nonsense. People looking to migrate should just go to Canada and don't waste their time with the US, UK, etc. Canada is upfront that they want you to migrate there. No games.
