Simple.

It's an 18Watt charger which means it supports Quick charge 2.0 for fast charging.
You can tell from the second and third output value 9V and 12V.

Don't worry, it isn't bad for your phone battery if that's what you're wondering.

It support fast charging, varying its output depending on your device

if you connect this charger with a device that needs 9 volts then your charger will supply a maximum current of 2.0 ampere such that the power delivered Will be

Power = voltage x current = 9 x 2.0 = 18watt

Subsequently, the charger will deliver 2.5A for a device that needs 5v (Power = 2.5*5 = 12.5watt) and 1.5A for a 12V device (Power= 12*1.5=18watt)

Hence, this is a 18 watt charger ( That's the max power it can deliver)
