Except for a deaf or insensitive government, the persistent/vehement nation-wide street commotions/ uproars over the demand for the disbandment of the ubiquitous and notorious Special Anti-Robbery Squad Unit (SARS), of the Nigeria Police Force (NPF), ANY further delay by President Muhammadu Buhari, to act on the burning issue could have resulted in chaos/anarchy of a dimension that might have been impossible to contain!

Following weeks of youth demonstrations across the nation, SARS, a Police management initiative established to counter the spate of armed robbery evolution and cyber fraud and crimes by “yahoo boys” of unprecedented dimension from the early years of the 21st Century which informed Presidential Committees on Police Reforms in Nigeria 2005, 2006, 2008 etc, with a view to improving organisational structure/welfare because of the primary duties of the civil security outfit which tally with government’s constitutional provision to provide security and welfare as a State based on the principles of democracy and social justice, has prompted the incumbent president to further encourage the police force with better and greater incentives through his assent to a fresh Police Bill on 17th September, 2020!

The NPF happens to be the first security contact to visitors at all entry points by land, air or sea ports - including international visitors/watchers who play the role of Ombudsman and monitor closely human right violations in every country to ensure the equality of all citizens of the world and therefore its officers must therefore be well-kitted, presentable, professional and diligent in the performance of their huge responsibilities!

BREAKING NEWS! According to newspapers, electronic and social media reports; “The Inspector-General of Police, Mohammed Adamu, has announced the dissolution of the dreaded police formation, Special Anti Robbery Squad (SARS or FSARS).
“The dissolution is coming on the hills of the #EndSARS protest nationwide.
“The IGP made the announcement on Sunday afternoon (11th October, 2020), during a press conference at the force headquarters in Abuja.
“The IGP reports directly to the president and could only have taken such decision with President Muhammadu Buhari’s approval or authorization.
“The SARS, a police unit, has been accused of extortion, intimidation, harassment and murder of many young Nigerians.”

POWER BELONGS TO THE PEOPLE!
President Buhari has behaved wisely and has proved his critics wrong because he was aware of the enormous constitutional sovereignty which belongs to the people from whom government derives its power/authority and MUST therefore ensure their security, welfare in order to prevent social disorder and anarchy!

F SARS IS AN OFF-SHOOT OF POLICE MOBILE FORCE!
The acronym “kill and go” is synonymous to the Nigeria Police Mobile Force (PMF), which was so termed because of the brutality of the group which never bothered about pains/agonies inflicted on people, provided their strike operations were successful!

For some decades since independence to date, personnel of NPF had been widely accused as unrepentant human rights violators who behaved with impunity in the discharge of their duties!

The special anti-riot para-military outfit – also called Mopol- debuted on the Nigerian security architectural platform at a time when the docile civil Nigeria Police Force (NPF), saddled with the enormous/strategic role of maintaining law, order, protecting lives and property nation-wide without adequate provisions of training, funding, man power/modern combat equipments AND had been virtually run aground by the Nigerian Army which forcefully gate-crashed into the political arena within six years of independence and pushed the former’s constitutional roles into the abyss!
Pioneer Mopol (Mobile Police), recruits were flown to acquire special training in Malaysia which was credited for having successfully operated highly-professional para-military strike forces of international standard of that nature for several years in the past and until the late 80s into the 90s, Mopol officers have performed creditably across Africa and especially at the United Nations (UN), Peace Keeping operations!

“BAD COPS ARE NOT SPARED BY POLICE HIGH COMMAND!
The NPF is the only Para-military organization with constitutional powers for the prevention and detection of crime, the apprehension of offenders, the preservation of law and order, the protection of property and the due enforcement of all laws and regulations with which they are directly charged, and shall perform such military duties within or without Nigeria as may be required of them.
In the discharge of these very daunting duties, the Force had to cope with some "BAD COPS" who attempted to smear the dogged and formidable image which had been built with sweat and blood of PAST HEROES in 156 years and would have succeeded but for the determined courage of the majority population of highly efficient and dedicated officers who had kept the flag flying through lawful discharge of their constitutional duties with decorum and probity.
In all of the years of existence of the NPF, junior officers of the Rank and File, had been the BLACK SHEEP until IGP, Mustapha Adebayo Balogun, (2002-2005), who was alleged to have hired thousands of officers with criminal records during his tenure was eventually indicted and later convicted over corruption charges!
THE FORCE HAS ITS OWN IN-HOUSE DISCIPLINARY AND CLEANSING MECHANISM WHICH ENSURES THAT NO OFFENCE, MISDEMEANOUR OR CRIME COMMITTED BY ANY MEMBER IS EVER COVERED UP!
From the recruits to all Superior Police Officers (SPOs), crimes - including extra-judicial killings - were exposed and punished adequately according to the law and that why it was not easy for ex-IGP 'Tafa Balogun to wriggle out of the accusations that were proven against him at the law courts!

RECOMMENDATIONS; It is a welcome decision of government to have banned SARS at the Federal and State levels but it very important that the “Frankenstein Monsters” among them must be investigated, prosecuted and if found guilty be made face their punishments according to extant laws in order to restore some confidence that may be left in the Nigerian Police Force, which recently received the attention of the President who signed into law a very special Bill that favours further reformation for better performances as reproduced below:
“President Muhammadu Buhari has signed into law the Nigeria Police Bill, 2020. The President in a memo dated September 16, 2020, communicated his assent to the Bill to the National Assembly, through the Clerk of the legislature.
“The Act repeals the Police Act Cap. P19. Laws of the Federation, 2004, and provides for a more effective and well organized Police Force, driven by the principles of transparency and accountability in its operations and management of its resources.
“Among others, the Act establishes an appropriate funding framework for the Police in line with what is obtainable in other Federal Government key institutions, enhances professionalism in the Force through increased training opportunities, and creates an enduring cooperation and partnership between the Police Force and communities in maintaining peace and combating crimes nationwide.”

NORTH EAST NEEDS MORE MILITARY AND POLICE COMBATANTS TO END THE BOKO HARAM ALREADY DEGRADED INSURGENCY!

It is our candid suggestion that the disbanded tough officers should be re-deployed to support the security forces in that region; who knows, their cumulative intelligence prowess of several years might proffer faster results than would end the war in no time!
