President Goodluck Jonathan

President Goodluck Jonathan is doing a good job in office, according to a poll conducted by THISDAY/Ipsos to gauge the pre-election mood of Nigerians.

Despite the protracted problems such as lack of electricity, unemployment, falling education standards, corruption, ethnic and religious tension and insecurity, in almost 12 years of leadership provided by the Peoples Democratic Party (PDP), three quarters of Nigerians registered to vote indicated that are happy with the Jonathan administration.

To the question: Agree or disagree with the statement “Goodluck Jonathan is doing a good job as president of Nigeria”, 38.1 per cent said they “strongly agree”, while 34.9 per cent said “somewhat agree”, giving the president a positive score of 73 per cent.

On the negative side, 9.7 per cent said they “strongly disagree” and 8.2 per cent said they “somewhat disagree”, representing 17.9 per cent “disapproval” – while 9.1 per cent responded “don’t know” or “uncertain”.

The poll was conducted through face-to-face in-home interviews by trained Ipsos interviewers in the 36 states of the federation and the Federal Capital Territory (FCT) between January 25 and February 8, 2011.

Coming shortly after the presidential primary of the PDP, the highly positive approval rating for Jonathan might have been influenced by a post-convention bounce, given his landslide victory over his closest rival, Alhaji Atiku Abubakar.

Jonathan won the delegate votes from 31 states and FCT in spite of the controversy over the zoning of the presidential slot to the North.

Also, as at the time of the poll, the other major parties – Action Congress of Nigeria (ACN), All Nigeria Peoples Party (ANPP) and the Congress for Progressive Change (CPC) – were yet to resolve the uncertainty surrounding their alliance talks.

A state-by-state analysis showed that Jonathan got 100 per cent approval in Akwa Ibom State and an average performance rating of nearly 90 per cent in the Southern states, while his scores were generally low in the North-western states of Kaduna, Kano, Kebbi, Niger and Sokoto.

He scored the lowest in Kano, with an approval rating of 22.5 per cent, compared to the 62.7 per cent that scored his performance on the job low.

Niger State gave him 38 per cent approval, while 49.3 per cent said he was not doing a good job.

In Sokoto, he was approved by 46.5 per cent of the respondents and even though it is higher than the 37.3 per cent who disapproved, the rating is less than the positive average of over 60 per cent recorded in other Northern states.

Responses to other questions asked by the pollsters are:

• 83.9% highlighted power supply/provision of electricity as the most important issue which needs to be addressed, saying it is their biggest concern which the new government will have to make its top-priority to resolve.

• Nigerians consider the issue of power supply to have such gravitas that it is the president himself who should be the one to resolve it and to bear accountability for.

• The president is also seen as playing a critical role in addressing the top four other issues the country is facing such as unemployment, poverty, education and corruption.

• Other important issues such as lack of public transport and traffic congestion are seen by Nigerians to be of more local matters; therefore tackling these issues is seen as falling under the responsibility of state governors.

• Very few people mentioned the local government chairmen, senators, members of the Federal House of Representatives or the members of the states assembly as having main responsibility for fixing the ills of the society.

• Surprisingly, Nigerians seldom mention themselves as playing any role in solving issues which they are faced with on a daily basis, with two important exceptions, namely: Ethnic/religious tension – a fifth (21 per cent) of Nigerians agreed that they themselves had a responsibility in addressing this issue – expressed mainly in Borno, Abuja, Nasarawa, Ogun, Rivers and Taraba; a similar proportion (19 per cent) said they had a role to play in resolving the issue of corruption and government honesty – expressed mainly in Niger, Abuja, Osun and Nasarawa

• Despite the issues which need to be dealt with, Nigerians are largely optimistic about the future with just over half (54 per cent) saying that the country is going in the right direction, whereas only 15 per cent feel that Nigeria is going in the wrong direction. The remainder (29 per cent) stated that they do not feel that Nigeria is changing in any way - the country is not really going forward or backwards.

• On a similar point, 64 per cent of Nigerians think that the economy will improve over the next 12 next months.

• Most negativity about the future of Nigeria is seen in 12 states, all North-western states (Kebbi, Sokoto, Zamfara, Katsina, Jigawa, Kano and Kaduna) and a few other states (Benue, Niger, Plateau, Kogi and Delta) where more than half of the registered voters feel that the country is moving in the wrong direction.

The poll was conducted with a representative sample of 11,100 Nigerian voters who were asked to share their opinions on a variety of issues.

A stratified, multi-stage probability sampling technique was employed for the study – a random selection method at every stage of sampling.

All Nigerian adults (18+) – males, females, urban and rural dwellers – were given a calculable change of being selected to partake in the polling.

Interviews were conducted all over the country in the language of choice of the respondents: English, Pidgin, Igbo, Yoruba or Hausa.

Data are weighted to match the profile of the population.

All sample surveys are subject to statistical error, depending on sample size, interviewing methodology and response rate. The margin of error for this poll is 0.93. This means that in 95 out of every 100 cases, the findings will fall within +/- 0.93 per cent range when looking at the national results.

It was a requirement of the survey that only registered voters could participate in the poll and, therefore, respondents were asked at the beginning of the interview if they have registered to vote in the elections in April 2011 – more than nine in every 10 (92 per cent) of the sample indicated that this was the case.

The other 8 per cent indicated that they were still planning to register; therefore, their opinions were also asked.

Next week, THISDAY will publish the results of other polls reflecting current realities with regards to the general election.
