No, that wasn't the issue. The panel invited them through a letter, but their initial reaction was that the panel did not have the power to invite them and that it should have been the Lagos State Government, rather than the panel, that should have invited them. They wanted the government to invite them, not the panel.


But that wasn't what I was referring to. Some Nairalanders have claimed that soldiers cannot be made to appear before a civilian panel and that they can only appear before a military panel. That's not true.
