It is very wrong for any entity, company or country to use 75% of its total revenue to pay salaries, and off the remaining 25%, maybe only 15% is actually used on actual capital projects, due to kick backs, corruption etc...such a country will keep borrowing till eternity, unless productivity is boosted.
