What's the best way of handling late payment of fees??

We all know how the country is, but this shouldn't mean that a business should run to the ground because of debt. For Schools, the only way fund is generated is the fees paid by parents...

The school needs to pay staff salaries, pay phcn and provide alternative power solutions, pay government taxes and other miscellaneous dues.

Now some parents owe a lot of fees, and they keep promising and promising, but in the end time is going and failure of the parents to meet up grows inevitably.

So what's the best way and which is most effective

1. Flog the pupils/students for failure of the parents to pay? (THIS IS DONE IN ARMY AND NAVY SCHOOLS).

2. Ask the parents not to bring the children to school until they can pay, and if they stubbornly bring them, SEND THEM CHILDREN HOME?

3. Seclude them in an empty class throughout the day?
