First things first the governor was not the one doing the spraying. Secondly this looks like a private celebration in what could be his home or after work hours. Looks to me like a private victory celebration.

The COS was suspended for being the sprayer in the premise of his office and obviously during work hours.

I dont see how both videos equate.
