Ogun state is merely enjoying the effect of its proximity to Lagos. I haven't seen much zeal in their polities and programmes that show a development-determined/oriented government. Unfortunately, there's a limit to how far that can take you. My take is that with a very serious governance, Ondo is next to Lagos (and will pose a closer economic boost) if we look at all the potentials and resources. Then comes Ogun, Oyo, Osun and Ekiti in that order. If we have to consider the Kwarans and the yoruba-speaking kogi, then Kwara comes before Osun while Kogi beats Ekiti.
