You didn't specify the kind of ICT training the person intend to use it for.

Well, I'll advice you get at least a 2nd gen laptop with core i5 processor, the RAM can be upgraded if the need be but 4gb should be OK.

As it is now, #60k won't even get you a 2nd core i5 laptop due to the dollar rate , I'll advise you increase your budget to #65-#70k.
