It is that is looking it like that. Because the cows there are not more than 10 so let's say each cow costs 200k each ( which i doubt) then then ten cows is 2 million naira.
If look at it critically from a the rate between 2 million and the Dollars or pounds. That is not what will make you shout too much money.

If our federal government ain't as corrupt as they are, i believe every civil servant should be able to afford one cow in every Christmas season.

Because of how Nigerians have suffered based on corruption, some people now see normal things as too much money.
