The mayor of DC DOES NOT HAVE CONTROL OVER THE NATIONAL GUARD. The mayor of DC is like the FCT minister. The FCT minister does not have the power over the military. At best, he can only REQUEST, which can be approved or disapproved.

The Mayor of DC CAN ONLY WRITE TO PENTAGON TO REQUEST FOR THE DEPLOYMENT OF THE NATIONAL GUARD. If Pentagon approves, the NG will be deployed. If otherwise, they won't.

I strongly believe you DO NOT KNOW A THING ABOUT NATIONAL GUARDS.

PS: The National Guard is THE RESERVE OF THE ARMY AND THE AIR FORCE. HOW A MAYOR HAS THE POWER TO CONTROL A COUNTRY'S MILITARY RESERVE IS BEYOND ME. The only people who can activate the National Guard are governors and the POTUS (US).
