It's a profession. Just like underage people are given out as apprentices to mechanics, vulcanizers, carpenters etc. Someone has to herd cattle.

For the record, I don't subscribe to the UN stipulation that below 18 is underage. I believe that maturity differs between individuals. O only mentioned the fact that they were mi ors in response to a question as to why their faces are covered. I believe it is the practise to cover the faces of minors who commit crimes when reported in print. Minors who commit crimes are also entitled to different treatment from those over 18. That is Nigerian law and UN stipulation. So my personal opinion as to what the government should do to such budding criminals does not count.
