Sequel to the 40th meeting of the National Council on Establishments (NCE) which was held from the 12th to the 16th of March, 2018 in Owerri Imo State of Nigeria, a communique was released which confirmed the approval that the entry point for Engineering Graduates into public service is Grade Level 09 (as against Grade 08 which it used to be). The communique also approved that the Engineers would be advanced to Grade Level 10 after two years in the service (as against Grade Level 09 which it used to be).

A statement released by the Acting Executive Secretary of The Nigerian Society of Engineers (NSE), while congratulating the members of the NSE for such a great achievement, further stated that approval was also given for engineers in the service to be further upgraded to Grade Level 12 upon registration with COREN.. (I am yet to see the original copy of the communique which was released at the end of the 40th meeting of the NCE, so as to confirm whether an approval was actually given for the upgrading of COREN Registered Engineers to Grade Level 12; and thus, approving that the entry point of COREN Registered Engineers into public service is Grade Level 12).

Consequent upon the outcomes of the 40th meeting of the NCE, the office of the Head of Civil Service of the Federation (OHCSF) had released lots of circulars to implement the approvals that were given at the meeting, one of which included that the entry point for Engineering Graduates into the civil service is Grade Level 09, and that after two years of service, they should be advanced to Grade Level 10. The circular also mandated that Engineers that are already in the civil service should be adjusted to the new approval. As expected, the circular only affected federal civil servants.

It is left for the various State Governments to adopt the Federal Government’s approvals of the 40th meeting of the NCE, and release circulars to that effect, as already done by the Lagos State Government, and some few other States.

THE ROLE OF THE STATE CHAPTERS OF THE NIGERIAN SOCIETY OF ENGINEERS (N.S.E).

The State Chapters of the NSE are there to seek for the welfare of its members, and not always be there to check out for the dues-books and debtors-books.
At a time like this, all the states chapters of the NSE should be highly focused on getting their various respective state governments to approve the newly approved entry point for engineers into public service in their various states.
Engineers are not politicians, and therefore, the NSE should never be a tool for political sycophancy and political correctness. The more there is delay in the states approval of the new entry point for engineers in the public service of the state due to whatever reason, the more the progress of the engineers in such states are being seriously tampered with.

From where you are looking at, and from your personal point of view, you might be very correct.
You cannot really say the same thing on a Nigerian Larger scale, because Nigerian Engineers are doing well, both in Nigeria and outside Nigeria.
Even though the Nigerian Professional Environment is not welcoming, the Nigerian Engineers are still swimming strongly against the ugly tides.
