he problem, as you alluded to in your question details, is that a century and more ago, when most of the breed clubs and standards were established, people didn't understand that breeding (and more importantly, inbreeding) for a specific physical trait had a tendency to introduce congenital defects and often neglected intelligence. The collie breed is a classic example of this, since the breed standard called for a narrow head, which gave breeders an incentive to select for tiny brains in a breed that was previously known for the high intelligence necessary for herding. They took this intelligence for granted, and now we have collies all over the US that can't tie their own shoelaces (metaphorically speaking).

So if you want a dog that was bred for performance, avoid breeders who advertise dog show "champion" pedigrees, and look for breeders of trial champions. Dog shows award for physical traits, while trials are looking for actual performance in hunting, herding, earth dog, agility, obedience, etc., so breeders of trial champions are selecting for actual useful traits https://labrescuenc.org/blog/ .

To be fair; many "show" breeders are getting a clue these days, and making an effort to repair the damage that has been done by their forebears. Incidence of hip dysplasia and other congenital issues are on the decline because of more responsible breeding practices, and I am hopeful that this will continue.

Nonetheless, if you are interested in a pure-bred dog, I recommend working with a breeder of trial champs. They are quite expensive, but a worthwhile investment in the future of the breed, IMHO.
