Hadiza Bala Usman, Managing Director, Nigerian Ports Authority has explained how Vice President Yemi Osinbajo through an executive order, promoted transparency and efficiency at the nation’s ports.

She mentioned that Prof. Osinbajo, as Acting President ordered all government agencies to ensure 24-hour port operations and synergy which led to an improvement in Nigeria’s Ease of Doing Business.

Usman, however, noted that some Federal Government agencies operating at the ports have now disobeyed the directive.

In an interview on Channels Television’s ‘Sunrise Daily’ programme on Thursday morning, she added that Osinbajo in 2017, signed an executive order on the promotion of transparency and efficiency in the business environment and directed the resumption of 24-hour operations at the Apapa port, then banned touting by officials or unofficial persons at any port; be it air, land and sea ports in Nigeria.

She claimed that apart from the NPA, some other Federal Government agencies have since stopped obeying the executive order.

“If you recall there is an executive order that was signed by the Vice-President which directed all agencies of government to conduct inspection (of containers) in one location and that executive order was signed in 2017.
“Some agencies have not complied. There have been several explanations and justifications for the non-compliance by these agencies. The NPA has raised it to the Presidential Council on Ease of Doing Business chaired by the VP to ensure sanctioning for non-compliance and as I keep saying, if a directive is given and agencies don’t comply, if there are no consequences for action and inaction that means I have not performed.

“We must be held accountable for not complying with a directive. For example, we have 24-hour port operation that has been directed. All agencies of government are required to deploy personnel to have 24-hour port operation. We deployed our personnel but the other legs were absent, and of course we cannot sanction other agencies of government.

“We drew the attention of the Presidential Council on the Ease of Doing Business to ensure those agencies also participate in the 24-hour ports and that non-compliance has to be done by the Presidency arising from the executive order.”

Where did Osinbajo get such power to give such directives?

The Vice president is directly infringing on the powers of the president and it is a total disrespect to the office to the president.

Osinbajo is pastor and a Professor of law and so must know the limits of his powers and powers to exercise if delegated to him by the president himself.

The agencies understands better and have the right to Ignore such directives..

If not that the glory of God has departed from him, he should have asked God to remember oluwa to remember certain parts of the constitution to know that he is overstepping his bounds.

This man is just actionable and problem solver....if he hadn't signed that executive order even though some agencies have refused to complied, bit agencies like NPA that have complied will reap the benefits which will inturn fasten operations in our seaports especially with the E-Call Up that will be kicking up in a few days time.
