Oga, don’t say what you do not know. Addressing staffs for the first time and expressing your mandate to them should be done in the confines of a conference hall /room. Even paramilitaries in most countries do address certain issues in their conference room unless they are heading for an immediate mission then they do the address outdoors.

It is very important that public officials are constantly held up to intense scrutiny so that they are kept on their feet. No master/slave relationship. This is what happens in saner climates and they still perform. Nothing like "he or she is trying" when someone is barely doing what they have been paid to do or "at least he/she is doing better than the predecessor". Anyone that cannot stand the public scrutiny should not take the job.
