I doubt soldiers can stop the bandits. They are not trained to fight bandits. Even American soldiers saw hell in Iraqi because they did not know how to fight an insurgency fought in cities using guerilla tactics. That wasn't part of their training.

How do you take over a camp of 100 bandits with 40 kidnap victims which they use as shields? Do you just kick the door down and walk in? There'd be many innocent victims.

You need special trained people for these kind of jobs. For instance, in the US, I know they have the navy seals. They were the guys who took out BinLafen in his compound in Pakistan.

Does Nigeria have the equivalent? The army knows many of these bandit camps but can't attack them in order to prevent innocent civilian casualties.

I don't totally agree with you, the north always gives excuses for bandits and boko haram. The northern regions are more connected to people of Niger Republic, Chad because of religion and maybe culture aspects too than their fellow southern Nigerian. They are trying to put them and Niger Delta militant in same level which to me is unreasonable. If they are really serious by now there will be serious protest in all northern states. The southern region can never condole such. Why Esn is gaining ground in the east is because they are fighting against bandits and government is not serious in tackling it because of na them brothers them be.
