wrong interpretation and incomplete.
it's actually (people do not despise a thief if he steals to satisfy his hunger. Meaning, if people find out u stole because u were hungry,they might have compassion for u instead of beating you. They might still beat u but it's down to the type of crowd.
This was not an instruction rather it described what could happen in that scenario

And the verse 31 actually goes on to say that 'they will make him pay upto sevenfold if he's caught.

So u can see it's not a commandment but a description of a scenario.
