There's a lot of corruption going on in the Nigerian army, but this may not be one of them, sometimes cash is needed to pay informant, and fulfil bounty. Anyone who has worked in intelligence agency will know this. But then again this might just be an outright looting, this is Nigeria, hard to tell which is which.

Informants as in, in the war against boko haram or what? I don't understand. Same government championing for cashless policy?
