I may not necessarily agree with this. You appear to be tilting the planned use towards a recreation/public park sort of thing, the kind of applications we struggle in Nigeria to maintain.

I will rather have it used strictly for conferences and term programs/events after which it is cleaned up and shut down, not kept constantly open with accessible grounds just like the ICC in Abuja.

If not you certainly won't like to see it in 5 years. It should hold no attraction other than the programs and events it will host.

South South in Calaba

West in Lagos

North in Abuja

Although Abuja was built by FG, Calaba was built by state government, Eko conference center was built by private, we need ours in the East, states in the east has conference centres including Anambra, this is 10,000 capacity international standard that can host international conferences, big seminar, AMVC, African music award, music concert, indoor games and what have you.
