What we have been hearing from the Minister of Information, Lai Mohammed is that Boko Haram has been technically defeated and are only targeting soft spots.

But with the current situation, it seems Boko Haram is the one technically defeating FG. And nobody is talking about capturing Shekau again

Why paying ransoms to kidnappers? Boko haram members can be rehabilitated while Ipob members/ Shiite members should be shot at sight.

No.
The Fulani government is not interested in fighting Boko haram.
They deploy units with great proportion of middle belt and southern officers and men with poor logistics so Boko haram can decimate them.

The primary objective of the Buhari Regime is to establish Fulani colonies in every local government area. These colonies will violently decimate local communities. In 20 years time, the Attah of Igala, Olu of Warri, Igwe of Enugu will either be Fulani or have an Amir of equal standing beside them.
