My Engineer is using a pad foundation in a water logged area (Ago palace Okota) for a one storey building . After casting the pad columns, the area was filled up with sharp sand. He is planning to cap it up with a single board of raft before german floor.
Please the Engineers in the house, what's your take on this? Is it ideal for the location? Is there any future danger of this method?

How do you think he should have done it?

The pad is only there as column which are still connected by beams. On the beams, he can then cast concrete wall before the DPC.

Is there a structural drawings in place?
Is there a geotechnical report in place? (even if this is shoved "soil report" when it comes to water logged area, rule of thumb demands that your first consideration should be raft.

The second quoted is "foundation chaining" and it's not an adequate means of transferring super imposed load to the ground

A soil test and structural design would go a long way in preventing any future structural collapse.
Unless the bearing capacity of the soil and structural is known, its impossible to critique the actions of your engineer.
Its not too late to get a structural design if you don't already have one
