Being the head in the country, the Presidential car.
Saving lives and ensuring security, the Police car goes the second.
Lives need to be saved, and the Ambulance should be the next.

In a sane climate: Ambulance, firetruck, Police, Presidential

In Nigeria: Just reverse the above.
