Not saying it would solve everything but if I know the police officers in my village and we all grew up together ...it's easier to solve crime

Who stopped them from policing themselves?
We've laws that define our affairs, we've Legislators from each state who make laws, constitution has given power to state to make laws that fit their culture and traditions and if some ppl are not content with the laws they literally know where to head to but why beating around the bush?
