while will be a good thing, ipob will not oppose it. The truth is that ipob is anti Nigeria. So don't expect them to celebrate whatever the FG puts in place. They may just stay calm if it's coming from SE governor's. However I think while he may give a broadcast on same day, he will move the sit at home to September (the day army invaded his home.
