What could really make a woman soaked clothes for over three weeks without washing them? Could it be dirtiness or laziness?

I have a neighbor that always enjoyed soaking her clothes for over weeks before washing them. I am fed up with the kind of odour these soaked clothes generates.

I will like to talk to her, but don't know how to go about it.

Just add kerosene to the cloths so the odor will faint. Don't talk to her, let her conscience do the query.
