Twitter is only banned in Nigeria. He can still use it if he travels out of the country if he so desire. It is just a territorial ban and not a universal ban. That is why Nigerians in other countries as close as Benin Republic cannot be prosecuted if at all there is ever going to be one, for using twitter on the other side of Seme or Idi Iroko

For the sake of his office and being a lawyer, he might wait till the end if his tenure to use it. But then, if he uses it outside the country it will show that now. Every country and territory has it's own IP address
